BTRC to realise fines for illegal VoIP business

Telecom regulator has decided to realise fine from the country's mobile operators whose SIM cards are used for illegal VoIP (Voice of Internet Protocol) business, said a high official of the BTRC on Monday.

The authority found that the number of illegal VoIP call has increased in recent months by using unregistered SIM (Subscriber Identification Module) cards of the mobile operators.

According to the latest data, 41 per cent illegal VoIP business was carried out by using the SIM cards of Orascom owned mobile operator Banglalink in April followed by state owned Teletalk (38 per cent), Airtel (18 per cent), BTCL 1 per cent and Robi Axita 1.0 per cent.

In March, Teletalk was responsible for 42 per cent illegal VoIP business while Banglalink 42pc, Airtel 14pc, BTCL 1.0pc and Robi 1.0 per cent.

BTRC, therefore, decided to penalise the operators by charging 'certain' amount of money against each SIM card used in illegal business.

BTRC sources said the fine would not be less than US$50 for each illegal SIM card.

BTRC Chairman Zia Ahmed told the FE on Monday that they took some decisions regarding this issue and that will be placed in a commission meeting for final approval. But he did not disclose the amount of fine.

Mr Ahmed said the operators' duty is not only to disconnect their SIM cards, rather they should have responsibility for unregistered SIM cards.

At present, Bangladesh government is deprived of almost Tk 8.0 billion each year owing to illegal international call transmission.

BTRC sources said the country receives almost 55-60 million minutes international call a day. Of them around 50 million minutes call come from legal sources and the rest through illegal transmission.

The government gets three cents from an international incoming call.

In last three years, around one million wireless network SIM cards were disconnected for illegal VoIP service, alongside the blocking of 30,000 IP addresses to combat unlicensed VoIP providers.
