NIX guideline okayed

The government has approved the draft guideline on National Internet Exchange (NIX) to bring down interruption in domestic internet traffic and save bandwidth, said a high official of BTRC Wednesday.

Drafted in January by the Bangladesh Telecommunication Regulatory Commission (BTRC), the guideline was sent to the Post and Telecommunications Ministry for approval.

Officials said the telecom regulator will advertise in newspapers soon seeking Express of Interest (EOI) for the licence, although it is not clear how many licences would be issued.

Currently, two organisations-BTCL and Mango Telecom-are selling bandwidth to the internet service providers. Bangladesh consumes 24 gigabytes of bandwidth as per the IIG (international internet gateway) operators. Almost 40 million people are connected with internet service.

BTRC chairman Zia Ahmed said this licence will facilitate local content development, web hosting and reduce latency in domestic traffic, thereby saving international bandwidth and foreign currency.

By this licence, the activities done by the internet will come under a framework, said the official.

"No person or business entity shall be allowed to develop, build, own, operate and maintain NIX without license," the telecom regulatory body chairman said.

Mr Ahmed said the existing entities providing NIX services shall have to obtain license, and simultaneously each of them will have to be certified by at least 10 licensed ISPs that they have peering connectivity with the applicant.

Licence acquisition fee is fixed Tk 10,000 and annual licence fee will be Tk 5,000. The duration of the licence will be for 15 years.

According to the guideline, each licence holder will have to design network at least in one area of the districts of Dhaka, Chittagong, Sylhet, Khulna, Rajshahi, Barisal Gopalganj, Mymensingh, Comilla, Rangpur and Bogra within six months of issuing the licence.

Connectivity charge for the internet service providers to be connected with the NIX platform shall remain as per Service Level Agreement (SLA) with the prior approval of the commission, commission may set interconnection charge for inter-IPTSP voice call, the guideline says.
